Activate the perk and hold down heavy attack and jump input at the same time. The key here is to be roughly a sword lunges distance away from whatever ledge you are swinging off of Step 3: have fun :)

Not sure if this is factual but in this case if you can do the flat ground skate which requires a light attack, might push further than non enhanced.
