As for items that would be good on Railgunner, I think the obvious one is Lens-Maker's Glasses for bonus damage, and the double Bands. Many things that help Loader's damage output will effectively be good for Railgunner IMO since both benefit from single, massive hits.The primary fire itself can't crit whatsoever, it's not supposed to be your primary attack.
